Memo from William J. Nicoson, Director of the Office of New Community Development, to Samuel C. Jackson, Assistant Secretary of Community Planning and Management, with the subject line "Proposed State Legislation for FY 1973" dated February 11, 1972. This memo discusses state legislation to aide in new community development.
