Report, "Community Structure for National Growth" by William Nicoson, January 1973, copyright 1973 The Bureaucrat. In this report Nicoson argues the objectives, process, and responsibility of development planners to create a community that satisfies every possible citizen and investor. Sections include "Community Advocates and Detractors" advocating the benefits of designing an area to community scale rather than piecemeal increments; "Environmental Objectives" balancing the land use for public and private objectives; and "Reassessment of Government Support" in which Nicoson discusses the federal government's role in supporting the new communities programs. Nicoson concludes that eventually all levels of government will realize that communities are beneficial and essential for children, growing counties, states, and healthy nations.
