Abstract:
Performance-based program management systems were introduced to the federal government over the last twenty years to answer a number of management challenges. However, scholars continue to note serious shortcomings in this approach. This research examines performance management issues through a longitudinal case study of a large ‘high-performing’ federal agency over more than three decades. In particular, the study analyzes the effects of government-wide management initiatives on the United States Coast Guard Marine Safety program. The inquiry further investigates the association between performance management and budget decisions.
